Meet the team behind the Strategic Housing Finance Corporation - dedicated professionals who are committed to increasing the supply of quality affordable housing in Travis County. Our staff is composed of experienced professionals who have a deep understanding of the affordable housing industry and a passion for creating inclusive communities that stabilize families.

Our team includes experts in finance, real estate development, community engagement, and project management. They work together to provide guidance, support and funding to private developers and non-profit organizations to create sustainable and inclusive housing solutions.

Dianna Grey

Dianna Grey

Executive Director

Ms. Grey, who began her work on behalf of SHFC on January 3rd, has extensive experience in affordable housing issues. She most recently served as Homeless Strategy Officer for the City of Austin. She previously held roles as Director of the Texas Program for the Corporation for Supportive Housing, Program Director for the Enterprise Community Loan Fund, and Executive Director of Neighborhood Housing Services of Austin. She has a Bachelor of Arts in Plan II and Latin American Studies from the University of Texas at Austin, as well as a Masters in Public Affairs from The Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.

David Dinoff

David Dinoff

Deputy Director

David brings extensive experience in community development and affordable housing to his role as Deputy Director at SHFC. Prior to joining, David was the Director of Real Estate at Capital A Housing. His career also includes impactful work as the Director of Community Development at BCL of Texas, a nonprofit loan fund, and as Program Coordinator at Neighborhood Housing Services of Chicago, where he coordinated the Troubled Buildings Initiative.

Director of Real Estate

Alex Radtke serves as the Director of Real Estate, bringing a wealth of experience in housing development and public-private partnerships to the organization. Before joining SHFC, Alex worked as a Housing Development Manager for the City of Austin/Austin Housing Finance Corporation, where she structured affordable housing partnerships on behalf of the city.

Katie Adams

Director of Finance & Administration

Katie Adams joined SHFC in December of 2024, serving as the Director of Finance & Administration. Prior to SHFC, Katie’s work history included several local nonprofits, with a focus on financial and operational roles. Her experience includes organizational systems development, financial forecasting, and personnel management. She is also the proud owner of a speckled dog, several cool rocks, and a big loud laugh.

Jim Ward

Jim Ward

Director of Planning & External Affairs

Jim Ward, SHFC’s Director of Planning & External Affairs, brings more than 15 years of experience supporting vulnerable populations to achieve housing stability. He has a deep commitment to creating and implementing evidence-based strategies that expand access to stable, affordable housing for all. Most recently, Jim served as the Director of Planning for the Texas Homeless Network, where he worked to coordinate housing and services for people experiencing homelessness across a wide swath of the State of Texas. A graduate of the Steve Hicks School of Social Work at the University of Texas, Jim is a lifelong resident of the Austin area. He lives with his wife, 5-year-old son and a ton of stuffed turtles.

Development Manager

Keith Hoffpauir brings over 40 years of experience in lending and affordable housing to his role as Development Manager at SHFC. He oversees the property management of over 20 affordable multifamily properties, encompassing over 6,000 units. Keith is a strong advocate for affordable housing, believing that stable housing is fundamental to individual growth and well-being.

Jackson Mabray

Development Analyst II

Jackson Mabray joined Strategic HFC in August of 2024, originally as a contracted housing finance analyst. From his previous roles in the real estate industry, he brings experience in multifamily development, transaction analysis, and property valuation. Jackson holds master’s and bachelor’s degrees from Texas A&M University’s Mays Business School in Real Estate and Finance, respectively.

Marisol Guerra

Operations Assistant

Marisol Guerra joined Strategic HFC in January of 2025, serving as the Operations Assistant. Marisol brings strong practical and theoretical experience supporting organizations, their leadership, and their stakeholders. Before joining Strategic HFC, Marisol worked as an Administrative Assistant for a local tax and accounting firm. Marisol’s prior experience was focused on external client communication, crafting process documentation, and providing direct support of the organizational/leadership team needs.

Her background spans property management, real estate sales, and affordable housing initiatives. Chelley has successfully developed training departments, operated real estate teams, and collaborated with tenants and housing authorities to secure mixed-income housing solutions. With comprehensive industry knowledge, she manages high-value portfolios, driving both profitability and social impact. Chelley is passionate about creating sustainable housing solutions that stabilize families and foster inclusive communities.
